Julie Cantor-Weinberg

Julie Cantor-Weinberg, MPP, has three decades of health policy and advocacy experience in government, corporations, and associations.

She joined Prime Therapeutics, Inc. in 2016. At Prime, a privately held pharmaceutical benefits manager, Julie serves as the Principal Advisor, Federal Government Affairs, meaning that she directs federal lobbying before both Congress and regulatory agencies and manages a team of outside consultants. She has helped modify legislative language in key bills, drafted responses to Congressional inquiries and regulations, and managed appearances before Congress of corporate executives. She has twice been nominated for the company’s highest honor, the President’s Award, for her service on separate corporate teams.

Prior to joining Prime, Ms. Cantor-Weinberg worked for a year at her own consulting firm, where among other projects, she served as a key contributor to a Bipartisan Policy Center project on ‘Advancing Medical Innovation for a Healthier America.” She has served in senior positions in government affairs at two different national medical specialty societies. She managed various committees and workgroups and represented the societies before various U.S. Department of Health and Human Services (HHS) agencies, the Congress, and in coalitions. Additionally, Ms. Cantor-Weinberg drafted regulatory comments, testimonies, and articles for various society websites and publications. During her medical society tenure, she secured millions of dollars of relief from penalties for member physicians from the Medicare Electronic Heath Record (EHR) program (aka Meaningful Use) and advanced the society’s regulatory agenda before the FDA. Further, she helped to defeat a Medicare national coverage proposal that would have brought unwanted competition to her members. She also helped to prevent the implementation of other payment penalties and managed the societies’ quality measure strategies.

Prior to her medical society work, Ms. Cantor-Weinberg spent nine years in government affairs in the medical device industry, in positions of increasing responsibility at Fortune 500 cardiovascular manufacturer.

Earlier in her career, Ms. Cantor-Weinberg served as Associate Director for Employee Benefits Policy at the National Association of Manufacturers (NAM), the nation’s largest industrial trade association. There, she was often quoted in the national media and trade press.

Ms. Cantor-Weinberg began her career as an analyst at the U.S. Government Accountability Office (formerly known as the U.S. General Accounting Office, GAO), a congressional agency. At GAO, she wrote testimonies and reports on a wide range of health policy issues at the request of various Congressional committees.

Ms. Cantor-Weinberg earned a master’s degree in public policy from the University of Michigan and is a magna cum laude graduate of Yale University. She has completed coursework in leadership, legislative drafting, and association management.
