Al Cardillo has worked in the health field for over thirty-five years, with roles in health service development, administration, legislations, budget, policy, education, and health association management.
He is the President and CEO of the Home Care Association of New York State (HCA), a statewide organization comprised of over 300 home care agencies, hospices, managed long term care plans, waiver programs, allied organizations, and individuals providing home and community-based care to several hundred thousand New Yorkers annually.
He has served as: Executive Director for Health in the New York State Senate, directing the Senate Health Committee (in all health legislative areas and operations) and the Council on Health Care Financing (all areas and operations, with primary jurisdiction in the area of hospital and health system financing); Coordinator for Long Term Care in the Senate; Coordinator for health legislative task forces; and program development staff for the New York State Division of Medical Assistance implementing long term home health care programs in NYS.
He serves on numerous professional and governmental committees and advisory boards in health, including key state policy and program reform committees. He is a member of the adjunct faculty for the MSW Program at the University at Albany School of Social Welfare, a member of the MSW curriculum committee, adjunct faculty for the Albany College of Pharmacy and Health Sciences public health program, and a presenter for the Duke University Population Care Coordinator Program.
He worked in multidisciplinary clinical service settings in his professional practice training in social work. He holds a Master of Social Work Degree in Direct Practice from the University at Albany, and is a New York State Licensed Master Social Worker.
